From 23 to 26 September, at the invitation of the Gansu Provincial Public Security Department, a working group of the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (hereinafter referred to as“LMLECC”), led by Secretary-General Mr. You Xiaowen, Deputy Secretary-Generals Mr. Ly Davuth and Mr. Vongxay Phanthavong, together with liaison officers from the participating countries of the“Safe Lancang-Mekong 2025” Joint Operation, carried out a study and exchange visit to Gansu Province to promote further deepening of international law enforcement cooperation.

The working group held discussions with Executive Deputy Director-General Mr. Xiao Chun, Deputy Director-General Mr. Yu Jiang, as well as leaders of the Exit-Entry Administration Corps and relevant divisions of the Gansu Public Security Department. Both sides briefed each other on their respective work and cooperation needs, and conducted in-depth discussions on intelligence sharing, cross-border fugitive pursuit and victim rescue, case cooperation, capacity building, and police innovation, reaching positive consensus on cooperation.

In recent years, LMLECC and Gansu police have achieved notable results in law enforcement cooperation, including the successful rescue of four minors lured to Myanmar and Thailand, and two victims trapped in scam compounds in Cambodia. This exchange visit also provided a comprehensive review of cases in Gansu involving the Lancang-Mekong region, and explored concrete measures for deepening cooperation in the next phase.

The working group also carried out field research in Xiahe and Luqu Counties of Gannan Prefecture, gaining insights into grassroots law enforcement needs, study the management and services for foreigners, as well as the experiences of police work in maintaining and promoting ethnic unity, and exploring ways to provide references for strengthening community governance in the Lancang-Mekong region. They also visited the SWAT Detachment of the Gannan Public Security Bureau for observation and exchange, discussing potential cooperation paths in law enforcement capacity building.

Secretary-General Mr. You Xiaowen emphasized during the exchange that LMLECC, as a platform serving international law enforcement cooperation in the Lancang-Mekong region, will continue to strengthen communication and collaboration with law enforcement agencies of all Lancang-Mekong countries. LMLECC is committed to building an efficient crime intelligence fusion hub, a joint operation coordination hub, and a law enforcement capacity-building hub, thereby providing strong support and guarantees for effectively combating transnational crimes in the region.
